Orphans, runaways, and ragamuffins throughout the Canal District and Dead Man's Knot have been seen multiple times in the company of the Andartan Priestess, Victoire. More than once, word has it she has intervened in a fight in which a bully has been hurting a smaller or weaker child. . .sometimes taking the young one aside and teaching them the fundamentals of combat, and engaging them in gentle, mock duels.
Whatever advice and training she gave apparently worked, because oft times those that have been bullied have turned the tables on their tormentors, and laid them low into the muck of the street. Indeed, during most scuffles, the bullies have been discomfited long before the Souless have arrived. Oddly, some children have subsequently stayed and respectfully explained their respective situations to the Souless, instead of running and hiding after the fight as they do most times.

Some whisper that she is a honey tongued trickster eager to win devotions of the next generation for her deity. Others point out that while other religions take offerings and distribute gifts to the poor, she is actually taking time to teach the youngsters life skills that will keep them safe and make them strong.
Perhaps the ones she's put on the path to mastering combat will end up skillful adventuring mercenaries of the Scorched Sigils.
Or perhaps they'll become loyal foot soldiers of Andarta.
