House Rule
For every +1 Enchantment on an Armor vs a whip is consider damage reduction.
Creatures with Natural armor take their total Natural Armor and Minus it by 2. That is the total damage reduction vs a Whip: Natural Armor Bonus - 2 = Damage Reduction.
Original Rule
A whip deals nonlethal damage. It deals no damage to any creature with an armor bonus of +1 or higher or a natural armor bonus of +3 or higher. The whip is treated as a melee weapon with 15-foot reach, though you don’t threaten the area into which you can make an attack. In addition, unlike most other weapons with reach, you can use it against foes anywhere within your reach (including adjacent foes).

I couldn't imagine why a brilliant energy whip would be concerned about the natural armor or armor bonus of a target (other than RAW rules), so that could be a way to get an awesome weapon eventually.

We have many custom rules here.The fewer we have the less the learning curve for new players.

I have to say no to this. I have to agree with you - we have a lot of new and different content available to players - and a lot for a new player to learn. I have to say no at this time. It's hard to see the need for new or altered Feat rules when we aren't even out of BETA yet and most of our playerbase (and our DM Team) is still getting comfortable to the rules.
