Heh heh…"-Waterworker Wilbur Otrid, speaking to a Watchman The Waterworks are not a single location but an entire sub-layer that extends across the city, concentrated mostly in the poorer districts as they haven't the clout to complain about the noise or the smell. It is distinguished from the deep sewers (See Below) by their easy access to the surface; sufficient connections for fresh air and sunlight to enter; and the canals that pump and flush seawater into the lower levels to terminate gestating plagues. It is this last function that lends to their name. None save one sector--Reservoir #5--of the Waterworks are open for public access, though jurisdiction is loose enough in places that people are allowed to congregate in the non-essential areas during daylight hours. Communication in the Waterworks' canals requires a great deal of shouting because of the sheer volume of roaring water. Waterworkers who tend to blockages are equipped with mouth-horns that amplify their voices, and have a system of hand gestures to express simple words.
