Retraining and Rebuilding

Sometimes, things just don't work out the way you expected them to with your character. You get to a higher level and you realize that you've gone a completely different direction than you originally intended to, and now, you're stuck with decisions from previous levels that don't work for your PC anymore. To help facilitate characters stuck in this precarious position, the DM team has decided to implement the following rules:
Level 1: A Player can change their PC at any time, in any way, until they level. Changes to a PC that require a background (Traits, Classes, Flaws, etc) still require such to be approved.
Level 2+: Anything in a character's CURRENT LEVEL can be changed up until that PC reaches 1/2 XP To Their Next Level. After the halfway mark has been reached, rebuilding is no longer an option for the character. Instead, the player must use the rules for retraining detailed in the PHB II.
Past Levels: For anything that is to be changed within past levels of a character, the player must pay for retraining as detailed in the PHB II on page 194. Characters are not allowed to rebuild past levels by changing attribute points, class selection, or other major elements of their level up. However, they can change feats, skills, class features and spells.
Example:
Sally puts 4 Skill Points into her Level 1 Rogue's Search. She later decides that her rogue was a gypsy and performed tumbling acts. She can freely take 2 skill points from Search and move them into Acrobatics.
Sally Levels her Rogue-1 to a Rogue-2. When Rogue-2 is at 1300xp, she decides that she would rather take her fighter. This can be freely done.
Sally Levels her Rogue-1 to a Rogue-2. When Rogue-2 is at 2500xp, she decides that she would have rather taken her fighter. Unfortunately, there is no way for her to make that change any longer, and she must stick with her decision.
Sally has a Rogue-3. She wants to change one of the Feats she took for the Rogue at Level 1. She has to provide the cost as Listed in the SRD, because it's from a past level instead of her current.
