The Lady of Steel was first revealed to a former priest of the Imperial Creed who was to be tried for heresy. He claimed that she came to him in a dream and told him of the error of his ways and told him that if he promised to spread her word and ways she would tell him of a secret path to escape from his prison. He did – and so the cult of the Queen of Blades was founded – or re-founded if you will.
Her faith is actually very old. A goddess whose name was long forgotten, oppressed by an early emperor for having teachings radically contrary to the tenants of imperial dogma, she teaches that each man is their own ruler; a dangerous ideology to the Empire. While she approves of the use of violence to combat tyranny, she also teaches that one must have moderation and at least some benevolence.
While the rebels have no unifying faith (indeed, their own cultural religions tend to more prominent) her worship is never the less becoming more commonplace especially because of a charismatic woman named Rose of the Moon. An enigma herself, she claims to be the voice of her goddess and a champion who will lead the rebels to victory against the empire. A string of successful military campaigns have convinced a number of people that she might very well be a champion of a goddess.
